The company was founded in November 2011 by Shuta Shibuya, who served as the initial Representative Director. Born in Niigata, Japan, Shibuya graduated from the National Institute of Technology, Nagaoka College, and later attended the University of Tsukuba. His experience at GREE, Inc. preceded the establishment of Fuller, which he started with the desire to create a company with friends who shared his vision.

The company's journey began in Tsukuba City, Ibaraki, with a name inspired by the fullerene carbon structure, symbolizing a desire for a strong and flexible organization. A significant early product was the smartphone management app "Boku, Sumaho," released in September 2012. This led to the development of "App Ape," a mobile app analytics service, which was launched in its prototype form in April 2013 and as a full dashboard in November 2014. This service provides market trend and competitor app analysis, forming a core part of Fuller's business.

Fuller's business model is centered on two main pillars: a data analytics business through its App Ape service and a digital partner business. As of September 2024, Masashi Yamazaki serves as the sole Representative Director and President, with Shuta Shibuya as Chairman of the Board.
