Trusted Health Plan (District of Columbia), Inc. operated as a managed care organization (MCO) focused on serving government health program participants in Washington, D.C. The company was incorporated on May 16, 2011, originally as Thrive Health Plans, Inc., and became licensed as a health maintenance organization (HMO) on March 8, 2012, before commencing business on July 1, 2013. It was founded by Thomas Duncan, who served as its CEO and was inspired by his mother's work in the health plan industry. Duncan's prior entrepreneurial ventures included Community Care LLC, which focused on the underinsured, and Care Compensation Specialists, which specialized in Medicaid and other public assistance program enrollment and was sold to Accretive Health in 2007.
The company's business model centered on partnering with government institutions to provide outsourced services for the DC Healthy Families Medicaid Program and the DC Healthcare Alliance Program. Its approach was to improve health outcomes through high-touch, consistent member engagement, utilizing analytics, metrics, and community-based personal outreach. A key feature of its service was the establishment of Health and Wellness Outreach Centers, first opened in 2014, which provided members with face-to-face access to health education, case management, and nutritional counseling in their local neighborhoods. By 2016, the company was coordinating care for 30,000 members and received National Committee for Quality Assurance (NCQA) accreditation. That same year, it attracted new investors, including Juggernaut Capital Partners, and appointed former CMS administrator Tom Scully as Chairman of the Board.
On January 30, 2020, Trusted Health Plan was acquired by CareFirst BlueCross BlueShield. At the time of the acquisition, the company served over 34,000 enrollees. Following the acquisition, the company was rebranded as CareFirst BlueCross BlueShield Community Health Plan District of Columbia. Duncan sold the company to Blue Cross Blue Shield in January 2020 and subsequently launched JetDoc, a telehealth platform. In January 2021, the new entity, CHPDC, reported a significant data breach that exposed the protected health information of over 200,000 current and former enrollees.
