Troops is a Lyon-based software company providing a specialized platform for the temporary employment and staffing industry. The company was founded in 2016 by Emilie Legoff, who drew upon her extensive experience in the human resources sector to address the market's need for digitalization. Legoff's journey as an entrepreneur began in 2009 when she established her own temporary employment group, D2L. The idea for Troops originated from her desire to create a software solution to digitize the processes within her own company. Recognizing the broader potential, she pivoted to a software-as-a-service (SaaS) model, commercializing the platform for other temp agencies starting in September 2019.
The firm's core offering is a comprehensive, all-in-one online platform designed to automate and streamline the administrative and commercial operations of staffing agencies. It operates on a white-label basis, allowing client agencies to brand the software as their own. The platform digitalizes the entire temporary employment lifecycle, from candidate registration via a mobile application to client order management, contract generation and signing, and timesheet and payroll processing. Key features include talent database management, availability tracking, and sharing candidate profiles between agencies, facilitating a more efficient tripartite relationship between the agency, the temporary worker, and the end-client company. By handling these traditionally time-consuming tasks, Troops aims to enable agency staff to focus on higher-value human interactions, such as candidate career support and client relationship management.
The company's business model is centered on providing its software solution to other temporary employment groups. Initially, Legoff conceived a digital temp agency herself but shifted strategy upon realizing the greater market opportunity in licensing the underlying technology. This pivot led to a significant 18-month redevelopment of the software before its commercial launch. To fuel its growth, Troops secured a €3 million funding round from Idinvest Partners (now Eurazeo). In 2022, Troops expanded its capabilities by acquiring Cilea Intérim, a specialized payroll and invoicing software provider for the temp industry. As of late 2024, the company was reported to have entered into judicial reorganization to renegotiate debts incurred during the COVID-19 pandemic, while maintaining operational profitability.
