Tioga Energy operated as a commercial solar developer, focusing on providing solar power purchasing services to private and public organizations. The company was founded by Paul Detering, an experienced executive in the clean technology sector who also served as its CEO. Tioga Energy's business model centered on the SurePath℠ Solar Power Purchase Agreement (PPA), where it would develop, finance, build, own, and operate onsite solar photovoltaic systems. This allowed clients, which included schools, municipal buildings, and commercial entities, to benefit from lower-cost, clean energy without any upfront capital investment. Customers would pay for the electricity generated over a long-term contract, typically 20 years, providing them with stable and predictable energy costs.

In May 2013, after failing to secure a necessary large-scale transaction, Tioga Energy began to wind down its operations and sell its assets in an orderly fashion. In July 2013, Sustainable Power Group (sPower) acquired the assets of Tioga Energy, including its operating facilities and the intellectual property for its SurePath Solar PPA model.
