Surfline Communications is a Ghanaian-owned telecommunications company that was the first to launch a 4G LTE network in the country. Established in 2011 by founder and Executive Chairman John E. Taylor, a notable entrepreneur with a background in the oil and real estate industries, the company aimed to provide high-quality wireless broadband connectivity to the Ghanaian market. Surfline received its Broadband Wireless Access (BWA) license from the National Communications Authority (NCA) in 2011 and commercially launched its services in August 2014, initially covering Accra, Tema, and Takoradi.
The company's core service was providing high-speed internet through its 4G LTE network, targeting data-hungry consumers and businesses. Its product offerings included various data bundles, Mi-Fi devices that could connect up to 10 devices, and routers for up to 30 simultaneous connections. At its peak around June 2016, Surfline held approximately 75% of the 4G broadband market in Ghana with about 81,000 subscribers. The business model was based on selling data plans and devices to a growing customer base in urban areas. Strategic partners included major technology firms like Alcatel-Lucent, Huawei, and IBM.
Despite its initial success, Surfline faced significant challenges. A major turning point was a government policy change in 2016 that allowed large, foreign-owned mobile network operators to enter the 4G market, increasing competition. The company also took on significant debt, including a $30 million loan in 2015 from investors Vantage Capital and DEG, which came with high interest rates and was personally guaranteed by the founder. Financial pressures mounted, leading to a GHC37 million tax default issue with the Ghana Revenue Authority (GRA) in 2018. By May 2023, citing severe financial difficulties and operational costs, Surfline shut down its radio access network and data center, effectively ceasing operations and leaving customers unable to access services.
