Naval Sea Systems Command

The Naval Sea Systems Command (NAVSEA) operates as the largest of the United States Navy's five systems commands, functioning as a critical government entity responsible for the entire lifecycle of the U.S. Navy's fleet. Established on July 1, 1974, NAVSEA was formed through the merger of the Naval Ship Systems Command (NAVSHIPS) and the Naval Ordnance Systems Command (NAVORD). This consolidation was driven by the need for a more integrated approach to naval warfare systems, particularly after the successful integration of the Polaris missile system into submarines, which highlighted the necessity of designing ships and their weapon systems in a holistic manner. The command's lineage, however, traces back to 1794, when Commodore John Barry was tasked with overseeing the construction of new frigates.

Headquartered at the Washington Navy Yard in Washington, D.C., NAVSEA manages a substantial portion of the Navy's resources, with a budget of approximately $30 billion, which constitutes nearly a quarter of the entire Navy budget. The organization is extensive, with a workforce of over 80,000 military and civilian personnel spread across various locations, including four public shipyards and ten warfare centers. Its primary mission is to engineer, build, procure, and maintain the ships, submarines, and combat systems that enable the U.S. Navy to meet its operational requirements. This involves managing about 150 acquisition programs and enforcing technical standards to ensure all systems are engineered effectively and operate safely and reliably.

Structurally, NAVSEA is organized into several headquarters directorates, affiliated Program Executive Offices (PEOs), and numerous field activities. The PEOs are responsible for the development and acquisition of platforms and weapons systems, reporting to the NAVSEA commander for in-service support and to the Assistant Secretary of the Navy for acquisition matters. Key PEOs include those for aircraft carriers, submarines, ships, and integrated warfare systems. The command's operations cover the full spectrum of naval asset management, from initial design and construction to maintenance, modernization, and eventual inactivation and disposal of vessels.
