M-Pesa, a mobile phone-based money transfer and payments service, was launched in India in April 2013 through a strategic alliance between Vodafone India and ICICI Bank. The service was operated by Vodafone's subsidiary, Mobile Commerce Solutions Ltd (MCSL), with ICICI Bank providing the security of financial transactions. The initial concept for M-Pesa originated in 2003 with Nick Hughes at Vodafone, who envisioned a system for microfinance loan repayments. The platform was first launched in Kenya in 2007 by Safaricom, a Vodafone associate, where it saw tremendous success.
The Indian rollout began in eastern regions like Kolkata, West Bengal, Bihar, and Jharkhand, with plans for a phased national expansion. The business model aimed to provide financial services to the large unbanked and underbanked population, particularly in rural areas. It allowed users to deposit and withdraw cash through a network of authorized agents, transfer money to any mobile phone or bank account, pay utility bills, and purchase goods and services. Revenue was primarily generated through small transaction fees charged to users for services like sending and withdrawing money.
M-Pesa's service was designed to be accessible without a formal bank account, leveraging Vodafone's extensive mobile network and a vast network of local agents who facilitated cash-in and cash-out transactions. The platform operated via SMS and a mobile wallet, making it usable on basic feature phones. Despite being an early entrant in India's digital payment market and having a significant mobile subscriber base, M-Pesa struggled to gain wide adoption. By mid-2019, facing intense competition and regulatory challenges, Vodafone Idea announced the closure of the M-Pesa business in India. The Reserve Bank of India officially cancelled its operating license in early 2020 after the company voluntarily surrendered it.
