Liveable Cities

Liveable Cities is the smart city technology division of LED Roadway Lighting Ltd. (LRL), a Canadian clean technology company founded in 2007 by entrepreneur Chuck Cartmill. Originating from C-Vision, Cartmill's established electronics firm, LRL specialized in designing and manufacturing energy-efficient LED streetlights. Liveable Cities leverages this foundation, transforming streetlights into intelligent, networked appliances.

The core of the business is to equip streetlights with modular, tool-less sensors and wireless controllers to capture and transmit real-time data. This is managed through its SmartLinx cloud platform, which provides cities and utilities with actionable analytics. The product suite enables services such as intelligent streetlight control, traffic analytics, public safety video monitoring, and environmental tracking of air and noise pollution. This technology serves municipalities globally, helping them improve energy efficiency, enhance public safety, and inform urban planning with data-driven insights. The company operates with products installed in over 65 countries.

Headquartered in Halifax, Nova Scotia, the company maintains its primary 55,000 sq. ft. manufacturing facility in Amherst, Nova Scotia, and a research and development center in Victoria, British Columbia. In June 2025, LED Roadway Lighting joined forces with Evluma to broaden their technology portfolio and market reach, though both companies continue to operate as distinct brands under a combined leadership team. As of early 2025, Ken Cartmill, who leads the Liveable Cities division, and Dave Scott serve as Co-CEOs of the parent company.
