The story of Keolis isn’t about a single garage or a visionary founder, but a gradual consolidation of French transport companies with roots reaching back to the early 20th century. One of its key predecessors, the Société des transports automobiles, was established as far back as 1908. Over decades, a series of mergers and reorganizations involving various transport entities eventually led to the formation of two major players: VIA-GTI, which focused on urban transport, and Cariane, which specialized in intercity bus services. The modern chapter begins in 1999, a pivotal moment when the French national railway company, SNCF, became the primary shareholder in VIA-GTI. This set the stage for a significant consolidation. In 2001, SNCF merged its subsidiary Cariane with VIA-GTI, creating the company we now know as Keolis. This strategic merger created a dominant force in the French public transportation market, operating everything from city bus networks to regional coach services. With a powerful domestic base, Keolis embarked on aggressive international expansion. The ownership structure evolved to fuel this growth. Today, Keolis is majority-owned by SNCF, which holds a 70% stake, with the remaining 30% held by the Canadian institutional investor Caisse de dépôt et placement du Québec (CDPQ). This powerful backing has enabled Keolis to extend its operational footprint across the globe, managing transport systems in cities from Melbourne to Boston.
