The Gautrain Management Agency (GMA) is a provincial public entity of the Gauteng Provincial Government (GPG) in South Africa, established on December 19, 2006, by an act of the Gauteng Legislature. The agency was created to manage the Gautrain rapid rail project, a significant public-private partnership (PPP), and to oversee the concession agreement between the GPG and the Bombela Concession Company (Pty) Ltd. The GMA's core function is to act as the custodian of the Gautrain's assets on behalf of the GPG, ensuring the system operates efficiently while managing the financial and legal aspects of the concession.
The Gautrain project itself was conceptualized to address crumbling infrastructure and the lack of a reliable, rapid connection between Johannesburg, the commercial hub, and Pretoria (Tshwane), the administrative capital. The project received government approval in 2005, and a 19.5-year concession agreement was signed with the Bombela Consortium in 2006 to design, build, finance, operate, and maintain the system. The GMA became fully operational in January 2009. The current CEO is Tshepo Kgobe, who was appointed effective February 1, 2024. Kgobe is a multidisciplinary engineer with extensive experience in the railway sector, having been involved with the Gautrain project since its early stages, where he managed the engineering for the trackwork subsystem.
The GMA operates within the public transport sector of Gauteng, South Africa's economic heartland. Its business model is centered on managing the PPP contract. The concessionaire, Bombela, operates the train service and its integrated bus feeder system. Revenue is generated from passenger fares and other commercial sources like advertising. A key component of the financial structure is the Patronage Guarantee, a form of revenue support from the Province paid to the concessionaire if passenger revenue falls below a contractually agreed Minimum Required Total Revenue (MRTR). The Gautrain system is a modern, 80-kilometer rapid rail network connecting 10 stations. Its primary service links Johannesburg with Pretoria and includes a critical connection to O.R. Tambo International Airport. The system features 24 train sets and a fleet of approximately 150 feeder and distribution buses that provide last-mile connectivity for passengers. A unique feature includes partnerships with the local minibus taxi industry to provide scheduled services at several stations. The service is known for high levels of punctuality and availability, averaging over 98%. The GMA is also mandated to plan for the future expansion of the rail network as part of Gauteng's 25-year Integrated Transport Master Plan.
