The company was founded in 2018 by university students Marcos Oliveira, Vinícius Akio, Augusto Pinheiro, and Yuki Kuramoto, who were inspired by the rise of digital banks to disrupt the traditional telecommunications market. Fluke operates by renting network infrastructure from established telecommunications provider Vivo, via the aggregator Telecall, which allows the company to focus on the user experience rather than physical infrastructure maintenance. This app-based model enables customers to have full control over their services. Users can build their own weekly or monthly plans, choosing the specific amount of data, minutes, and texts they need, without being tied to fixed contracts or loyalty clauses. In mid-2021, Fluke raised R$5 million through a crowdfunding campaign to fund its expansion. However, in 2022, the company faced financial difficulties due to high wholesale network costs, leading to a significant workforce reduction of over 80% and its subsequent acquisition by another telecommunications player to ensure its survival. Despite these challenges, the company continued its operations. In December 2023, Fluke took over the B2C client base of another MVNO, Nomo.
