Based in San Francisco, Benefitter Insurance Solutions, Inc. was established in 2012 by co-founders Brian Poger and Conrad Voorsanger, with Richard Fiedotin also noted as a founder. The company developed a software-as-a-service (SaaS) platform designed to assist employers and their employees in navigating healthcare coverage strategies. For employers, particularly small businesses, the software provided analytics and tools to evaluate and select health coverage plans, aiming to transition from traditional group benefits to individual insurance markets. This allowed businesses to manage costs while providing valuable benefits.

The platform also focused on the employee experience by offering decision support tools to simplify the insurance selection process. It guided employees through enrollment, helping them find affordable plans that included their preferred doctors and necessary care. The core of Benefitter's business model was its technology that automated quoting, underwriting, and enrollment for small business health insurance. The company's initial concept was developed by insurance brokers for their own use after they were unable to find existing technology that met their standards for reliable quoting and simple enrollment. In August 2015, Benefitter was acquired by HealthMarkets Insurance Agency, a leading private health insurance marketplace. Following the acquisition, co-founders Brian Poger, the CEO, and Richard Fiedotin, the COO, joined the executive management team at HealthMarkets to integrate Benefitter's technology and expand its reach within the small business sector. Prior to its acquisition, Benefitter had successfully raised $7.16 million in funding over three rounds, with its Series A round in June 2014 raising $4.36 million.
